　　The restoration of old buildings in major cities in the world costs numerous government's expenditure. This money should be used in new housing and road development. To what extent do you agree or disagree?

　　While I agree that the conservation of worn buildings is a costly task that exhausts many governments, I do not think it should be the reason to curtail the budget for renovation and use it to build new houses and roads.

　　Indeed,it makes sense that some might regard the preservation of old buildings as a waste of money, particularly when compared with the advantages brought by their modern counterparts and traffic infrastructures. Many shabby dwellings are ruined not only in appearance, but also in the internal structure, meaning that the renovation might cost approximately same as building a new one, whereas the return is much less than the latter. For instance, modern structures using greener building materials might have added benefits in energy saving; or a new road might alleviate the traffic congestions that frustrates millions of commuters, thus increasing the overall efficiency of working adults.

　　Nevertheless, plausible though the opinion seems, I do not think it rational to label a policy as a waste simply because of the cost of implementation. There are many projects that account for a large proportion of state fund, but we do not expect them to be abandoned. To take the medical insurance for senior citizens for example, I doubt any authority would suspend the subsidy and spend the money on other profitable projects. Instead, whether tatty constructions should be preserved hinges on their values both in culture and economy: many historical buildings are reckoned as a manifestation of the culture and history of a city, and therefore increase tourism incomes. A case in this point is the Summer Place of China,one of the oldest buildings in the country, which earns millions of dollars as a famous tourism attraction.

　　Inconclusion, though maintaining old building does require much money, I do not think the government should ignore their importance and spend all the money on modern infrastructures.
