　　Today, in the era of modernization, people learn multiple languages for various reasons such as migration and employment. I believe that though it is better to learn about the culture and lifestyle of a country to master its language, a person can gain a fair amount ofproficiency without this knowledge.

　　译文：现代社会，人们由于移民和就业等原因而学习多种语言。我觉得虽然了解一国文化和生活方式是掌握其语言的更好方式，不这样做也可以提高语言应用能力。

　　To commence with, it is always beneficial to stay in a country to learn its language. As one develops an understanding of the culture and traditions of the people, he or she learns thelocal slangs and the context in which the words are used. Without this exposure, the language learner can learn the words but fail in using them in the right context. Moreover, by communicating with the native people, it is easier to grasp the grammar and pronunciationof that particular dialect. While a dictionary can help a person learn a language in general, itcan not teach local terms and phonetics. For example, while there is an Americal style of English, the dialect of the English language is different in the Northeast part of the country and in Southern regions. A person from New York must understand the culture of Texas to master the English language’s dialect in Texas.

　　However, I believe that a foreign language can be learned anywhere if the internet isaccessible over there. In a highly technological world, it is possible to search and learn extensive online material such as its spellings, alphabets, and dialect related to any language. Also, online lessons are available on many applications which respond to queries in real-time. For instance, Youtube can offer thousands of videos in any language along with the special tutorial lessons.

　　译文：但是，我觉得如果能上网，在哪都能学外语。在高科技世界中，可以搜索和学习大量的在线材料，包括任何语言的拼写、字母和方言等内容。此外，很多手机应用里有可以实时回应问询的在线课程。例如，Youtube有成千上万的各种语言视频以及专门的课程。

　　To conclude, I partially agree with the given statement as in today’s scenario, it is not compulsory to be a part of a particular culture to get excellence in its language since world wide web acts as a powerful and reliable tool to acquire expertise in the same.
