　　Some people claim that not enough of waste from homes is recycled. They say that the only way to increase recycling Is for government to make it a egal requirement. To what extent do you think laws are needed to make people recycle more of their waste? (C11T2）

　　In recent years, the amount of rubbish that is recycled has been disappointingly low. Some suggest that the only thing govemments can do is to introduce laws to make recycling a legal requirement.

　　The introduction of waste recycling regulations can bring some positive effects. First, this initiative has improved cooperation between enterprises and individuals. When taking into account the cost of paying a fine for not recycling, most businesses and individuals are willing to respect the law, and recycle waste accordingly. More importantly, when someone or an enterprise breaks the law, it provides judges with the legal basis of punishment. It is clear that those countries with good waste collection system usually have a set of regulations for recycling.

　　However, implementing laws does not seem to be the only way to address this issue, Policy makers and business leaders can also encourage people to make a difference in recycling waste by using financial incentives. To take a battery business for example, it would be an effective way to reclaim old battery units if recycling services were available at all retail outlets and supermarkets. In this case, the manufacturer could reclaim some reusable materials at a cheaper cost, and simultaneously, consumers could also receive a specified discount for their efforts. The main point is that these harmful batteries would not be damaging the environment.

　　In conclusion, implementing new regulations can play a very positive role in the conservation of the environment. However, with the help of some financial aid, we can also improve the way we recycle, and increase how mucn we recycle. Therefore, I disagree with the point stated in the topic, that the only way to increase recycling is for govemment to make it a legal requirement.

　　现如今，垃圾的回收率一直非常低。有些人认为政府唯一能做的就是出台相应的法律，让垃圾回收变成一条法规。

　　出台相关的垃圾回收法律确实可以起到积极的作用。首先，这个举措提高了企业和个人的配合度。当考虑到违反回收法规需交纳的罚款时，大多数企业和个人还是愿意主动遵守这些法规并按要求进行垃圾回收的。更重要的是，当有人或企业触犯法律的时候，这也给法官提供了惩罚的依据。不难看出，那些垃圾回收做得非常好的国家往往都有整套健全的垃圾回收法规。

　　然而，实施法律并不是解決这一问题的唯一途径。政策制定者和企业领导者可以考虑使用经济奖励的方式来鼓励人们改变垃圾回收的习惯。以电池企业为例，在所有的销售网点和超市设立回收点，这样就可以十分有效地回收旧的电池组件了。这样的话，企业可以低价回购一些可再利用的材料，同时消费者也可以获得一定的折扣。关键是有污染风险的电池不会再破坏环境了。

　　总之，实施法律新规在环保方面会发挥积极的作用。但是，通过一些经济手段，垃圾回收的方式和数量也可用于得到极大地改善。因此，我完全不同意题目中说的改善垃圾回收的唯一方式就是政府使其成为一条法规。
